The authorities have been investigating the case since February this year based on claims from local civic groups and requests from the Financial Supervisory Service.

The scam allegedly took place between 2013 and 2016, when former FSS Gov. Choi Heung-shik was head of KEB Hana Financial Group. Choi resigned in relation to accusations of his involvement.

Choi, along with Ham and the incument KEB Hana Financial Group Chairman Kim Jung-tae were all recently questioned by the prosecution. Authorities believe up to 32 employees were unlawfully hired at KEB Hana Bank.
